Purpose of the Circles
The Circles of Empowerment are intended to function as industry and community membership circles for businesses that
want access to a reliable, compliance-conscious platform. COE provides a membership network where independent
businesses can receive regulatory orientation, business training, trend briefings, conference and speaking opportunities,
expert panels, seminars, workshops, events, and connections relevant to their respective Circle.
The compliance objective is to make the platform credible and safe: each Circle should identify the regulators and rules
that may affect member businesses, while COE maintains clear boundaries that it is providing education, convening,
training, and referral infrastructure rather than unlicensed regulated services.

COE Operating Boundaries

COE should not provide individualized legal, medical,
financial, investment, insurance, tax, mental-health,
real-estate, construction, firearms, or other licensed

Networking and referrals COE may connect members, introduce speakers, publish

COE should not imply endorsement, guarantee results,
